United are 13th in the Premier League after suffering a 3-1 defeat to Brighton at Old Trafford on Sunday.
They have won just three of their 11 league matches since Amorim took over from the sacked Erik ten Hag, and lost six.
And the Portuguese told his post-match press conference after the Brighton game: “We are perhaps the worst team in the history of Manchester United. I say this because we need to recognize this and change this.
Shearer, former England captain and all-time leading scorer in the Premier League, said on The Rest Is Football podcast: “You kind of understand why he’s probably saying that, to save time.
“It’s so unusual that you have one of, if not the biggest football club in the world, and their manager says it’s the worst team in their history.
“Just last weekend we were talking about their performances at Arsenal (who they beat on penalties in the FA Cup) and Liverpool (in a 2-2 draw at Anfield), but a week later later he shows up and says they are the worst in their history, it’s incredible.
“Because of the bad situation there, the bad quality of recruitment, the bad takeover and the bad situation of everything, basically he has a bit of free kick until the end of the season , I think.
“Someone had to go in there and strip it down to its essentials, and that’s exactly what it needs.” It will take time and whoever enters it will face this scenario.
“They need massive recruitment now and this summer, but it’s going to take a lot longer than that to get this club going well.
“Recruiting has been so bad there. It was terrible. And now they are paying the price. This is going to take a long time.
“They are actually worse now than they were under Ten Hag because of what this manager wants to do with his system. They can’t play the way he wants to play, the players just can’t do it.
